Nahum
1:3 "The LORD is slow to anger and great in power, and the LORD will by no means clear the guilty. His was is in whirlwind and storm, and the clouds are the dust of His feet."
Verse two tells us that YHWH is avenging and wrathful, but verse 3 says He is also slow to anger. YHWH is "great in power," thus able to be long-suffering. His judgment/wrath is stored up over the heads of the wicked. It is only by His pleasure that YHWH does not act on His anger now. One day, the guilty will have to be punished to pay for their sin. YHWH is just and will not clear the guilty (Exodus 34:6-7). Verse 3 says His "way" is in whirlwind and storm. The Hebrew word for way is derek. It refers to a road or path, course of life, or mode of action. Verse 3 is saying YHWH's course of action is by using whirlwinds, storms and other natural disasters as His judgment on people.
