I'm just wondering if anyone knows what time Nilla Wafer Top Hat time actually is. I need to know when to wear it.

wouldn't it be nice if there was a set time every mythical beast, sat down and grabbed a hat and put it on...

I agree. If we all swarm the streets wearing Nilla Wafer Top Hats, it'll be a lot less awkward. Maybe it'll catch on.
