Is this where Rhett's belief of the "911" thing came from?

As you all know, if you have heard/watched GMM daily, there is (I think) TWO episodes where Rhett talks about how he always thinks that somehow, the call that he dials to 911 will be recorded, and released to the public; so that he has to sound not dumb?
