Yes, Frost is the only spec in the game that can (quickly and efficiently) AoE grind to level, but in my experiences, it can be a bit frustrating for a couple of reasons. You *can* AoE grind as early as level 24, but on high population servers, I found it very difficult to AoE grind, simply because there were so many other players already there. Paladins who have specced into the protection talent tree have a unique ability to do area of effect (or AoE) attacks against attackers while surviving attacks from several enemies.
