You could get a list of countries celebrating new years depending on time zone. Kiribati is in the +14:00 time zone, so they will be the first to enter 2014. The last will be in the -12:00 time zone.

Something like this is done by XKCD on their channel #xkcd-newyears every year. No reason not to do it here! A list of time zones can be obtained from Wikipedia:

http://en.wikipedia.org/wiki/List_of_time_zones_by_UTC_offset

Good thing we don't have any daylight savings in winter...

Here's a nice map of the time zones from Wikipedia:

Thanks int 80h I found this cite that may help! http://www.timeanddate.com/worldclock/custom.html?continent=namerica

Ah, timeanddate.com is a nice site, I usually use their sunmap script to estimate what time it is around the globe: http://www.timeanddate.com/scripts/sunmap.php

I suggest this tool: http://www.timeanddate.com/time/map/ if you plan on doing this an international event. Keep in mind, the "first" time zone to enter 2014 is +14:00 which is overlapping with -10:00 but one day ahead! Also, due to daylight savings on the southern hemisphere, weird things happen: Canbera in Australia is one time zone ahead. Some time zones appear out of place, for instance Irkutsk lies in the +07:00 time zone, but uses +09:00, the same that Japan and Indonesia uses. Also, the half-hour timezones don't have their sector on the map, you have to hover above things like Northern Territory in Australia (+09:30), or India (+05:30). Also there are completely weird extra time zones: Nepal Time (+05:45) and Eucla in Australia (+08:45).

Maybe I should write a new-years bot for next year or something. Anyway, If you want to center that only around the US, well, things get a lot easier...
